Secretive U.S. Police Fusion Center Targeted Activists and Journalists at Standing Rock

Standing Rock Water Protectors Resisted and Maintained, Making it a Win

The ACLU describes the secretive U.S government's Fusion Centers, and the dangers of this data sharing, and targeting of individuals who have committed no crimes, by these joint law enforcement operations.
The ACLU said the dangers include over-reaching, fear-mongering, and including private contractors and military, in joint police operations.
This was what happened at Standing Rock when Morton County Sheriff, TigerSwan, National Sheriffs Association, National Guard, out-of-state police and  private security worked with police in 2016 and 2017, targeting a spiritual and prayerful movement.
This data sharing by Fusion Centers creates false intelligence, violates privacy, and brings great harm to those targeted by these secret operations.
The North Dakota Fusion Center was a focal point of operations targeting Standing Rock water protectors and the movement.
At least one paid FBI infiltrator was in the water protector camps and targeted Red Fawn Fallis.
The facts about the willing and paid FBI infiltrator Heath Harmon and his brother Chad Harmon (Federal BIA police at Standing Rock) are just now being exposed. They are from Fort Berthold, Three Affiliated Tribes, Mandan, Arikara and Hidatsa, in North Dakota.
We know from attacks on Censored News that a large number of former Iraq and Afghanistan US military, including special ops, were involved at Standing Rock and targeted water protectors.
We also know from The Intercept's exposures of the North Dakota Fusion Center, that Censored News was targeted. I was named, as journalist and publisher of Censored News, in those targeted.
The tentacles of this massive targeting brought in former military and former police.
Retired Bismarck, North Dakota, police working for Dakota Access Pipeline's private security firms were photographed in the dog attack on water protectors protecting burial places in September of 2016.
TigerSwan's role has also been exposed, revealing that increased fear-mongering kept money flowing to the mercenaries.
TigerSwan was not licensed and operated illegally in North Dakota.
The National Sheriffs Association -- headed by the Sheriff at the end of Bayou Bridge pipeline in Louisiana -- played a key role in the secret joint operation, and lobbied Congress for military gear.
Bayou Bridge Pipeline is operated and co-owned, by Energy Transfer Partners, which also owns Dakota Access Pipeline.
The U.S. Fusion Center in North Dakota is an arm of the U. S. government.
President Obama could have stopped the Dakota Access Pipeline, and halted the police brutality -- rubber bullets, tear gas, water cannons in subzero temperatures, strip searches and imprisonment in dog cages of water protectors.
Obama chose not to.
Resisting and maintaining through all that makes Standing Rock Water Protectors'  resistance a win for water protectors.
We send our respect to all who paid the price.

We found that while fusion centers vary widely in what they do, but five overarching problems with these domestic intelligence operations put Americans' privacy and civil liberties at risk:
  1. Ambiguous Lines of Authority. In a multi-jurisdictional environment it is unclear what rules apply, and which agency is ultimately responsible for the activities of the fusion center participants.
  2. Private Sector Participation. Some fusion centers incorporate private-sector corporations into the intelligence process, potentially undermining privacy laws designed to protect the privacy of innocent Americans, and increasing the risk of a data breach.
  3. Military Participation.Some fusion centers include military personnel in law enforcement activities in troubling ways.
  4. Data Mining. Federal fusion center guidelines encourage wholesale data collection and data manipulation processes that threaten privacy.
  5. Excessive Secrecy. Fusion centers are characterized by excessive secrecy, which limits public oversight, impairs their ability to acquire essential information and impedes their ability to fulfill their stated mission, bringing their ultimate value into doubt.

Censored News targeted in law enforcement dragnet of Standing Rock water protectors

Collusion of big oil, big money and law enforcement results in targeting of Censored News for coverage of Standing Rock Water Protectors

The Intercept exposed a blueprint of the intelligence operation at the North Dakota fusion center targeting Standing Rock water protectors, which includes Brenda Norrell, Censored News.
In regard to leaders of the movement at Standing Rock, it is obvious that the intelligence operation did not have a clue as to how the movement began or grew as a global force.
While I am honored to be on the same page with these global heroes, the water protectors of Standing Rock camps, it is disturbing to view how this reporter and Censored News were targeted in this diagram by the fusion center, comprised of multiple law enforcement agencies.
Equally disturbing is the fact that most of those identified were arrested.
Censored News was created in 2006, after I was censored and terminated, without any cause stated, as a staff reporter at Indian Country Today. I had served as a staff reporter for most of the years after it was created in 1995.
Today, Censored News is a service to Indigenous Peoples and others engaged in the struggle for human rights. There are no ads, revenues or salaries. Now in our 12th year, we have 17 million page views.
As a news reporter, I began as a staff reporter at the Navajo Times in 1982. During the 18 years that I lived on the Navajo Nation, I worked as a stringer for The Associated Press for five years, and USA Today for seven years, primarily covering the Navajo Nation government and federal courts.
My work as a news reporter has appeared in Outside magazine and newspapers throughout Indian country and the west. 
The intelligence operations targeting Standing Rock water protectors were an attack on peaceful defenders of the land, water and air, and sacred burial places.
Standing Rock water protectors sacrificed personally to protect their drinking water and the Missouri River from the Dakota Access pipeline.
The intelligence operation diagram exposed by The Intercept, and the arrests of journalists, reveal that this United States intelligence operation is part of the ongoing collusion of big oil, big money and law enforcement. 
The facts exposed by The Intercept reveal that now, more than ever, is a time for journalists and land defenders to bolt into the global arena and halt the ongoing destruction of the Earth for corporate gain and political expediency. 
It is with gratitude to the courage of the water protectors that I write this. I am especially thankful to the photographers, videographers and Standing Rock Spirit Resistance Radio for making possible our coverage at Censored News.

Excerpt from the article An activist is accused of firing a gun at Standing Rock. It belonged to her love, an FBI Informant, by Will Parrish, The Intercept.

Sara Jumping Eagle, a physician on the Standing Rock Sioux reservation who was among the first DAPL opponents arrested in August, said the heavy-handed law enforcement response at Standing Rock was not altogether surprising. “There’s a long history of the U.S. labeling people who stand up as terrorists, so some of us figured they were gonna use those same tactics against this movement as well,” she said.
Jumping Eagle was among some two dozen activists featured on an early blueprint for the intelligence operation at the North Dakota fusion center, a “links chart on leaders of the movement,” obtained by The Intercept via public records request. The document mapped out connections between DAPL opponents purportedly affiliated with the Red Warrior and Sacred Stone camps, two of the main nerve centers of pipeline resistance on the Northern Great plains. Nearly everyone on the chart is an indigenous person.

There is no justice in a 200 lb. police officer tossing a 100 lb. woman around, putting 5 bullets into her and the authorities saying he was right to do what he did. Is it because the guy behind the trigger is white and the person on the ground breathing her last breath is brown?
What is the mentality of this cop, is he a racist, is he deranged, is he a great grandson of Kit Carson, did he just want to do it to see what it felt like and watch a person die or was he truly fearful for his life. What is the degree of a real threat from a small Native woman with a pair of scissors from ten feet away? No matter how one tries to ‘reason’ this, there is no reason, it is the taking of a human life with no justification. It is wrong.
Police officers are trained to stay physically fit, to learn self-defense, take down procedures and techniques on how to defuse potential violent situations; then they have body armor, a baton, a tazer, pepper spray and firearms.
That badge says To Protect and Serve, the understanding being that it is the public who are to be protected and served. For a bad cop who is itching to react with deadly force to a threat whether real or imagined, the motto becomes a case of protect the cop first and above all else. 
The Navajo leadership needs to compel border town law enforcement to review their use of lethal force procedures and require that the ‘shoot to kill’ option be the absolute final recourse. There needs to be consensus on what constitutes a threat, because of the apparent ambiguity, the consequence is the violent terminating of Navajo lives, as in Loreal’s killing and the killing of Clint John in Farmington. The interpretation of a threat seems to be the slightest provocation, which gives a bad cop all the excuse he needs to shoot to kill. These faulty lethal force procedures must be examined and rectified, otherwise the message will be clear that governments condone the unnecessary taking of human life.

CANNONBALL, North Dakota -- Over 300 police officers in riot gear, 8 ATVs, 5 armored vehicles, 2 helicopters, and numerous military-grade humvees showed up north of the newly formed frontline camp just east of Highway 1806.  The 1851 Treaty Camp was set up this past Sunday directly in the path of the pipeline, on land recently purchased by DAPL.  Today this camp, a reclamation of unceded Dakota territory affirmed as part of the Standing Rock Reservation in the Ft. Laramie Treaty of 1851, was violently cleared.  Both blockades established this past weekend to enable that occupation were also cleared.

These last 2 buses were empty going south on Hwy 6. Everybody at the big camp go to the frontline Treaty camp now. Seven buses (3 with troops, the rest empty) escorted by 8 Highway Patrols and 2 deuce and a halfs just now confirmed going south on Hwy 6 about 4 miles south of Mandan at 9:35 am Central time. Stay in the ditch if you don't want to be arrested but go to support! They may be trying to surprise from the south access on 1806. Be alert it takes them 40 minutes to get there so by 10:30 am you will know.

"Militarized law enforcement agencies moved in on water protectors with tanks and riot gear today. We continue to pray for peace. We call on the state of North Dakota to oversee the actions of local law enforcement to, first and foremost, ensure everyone’s safety. The Department of Justice must send overseers immediately to ensure the protection of First Amendment rights and the safety of thousands here at Standing Rock. DOJ can no longer ignore our requests. If harm comes to any who come here to stand in solidarity with us, it is on their watch. They must step in and hold the state of North Dakota and Morton County accountable for their acts of violence against innocent, prayerful people.
The Obama administration has asked DAPL to voluntarily halt construction until the review process has been completed, but DAPL has ignored these repeated requests. By deploying law enforcement to support DAPL construction, the State of North Dakota is collaborating with Energy Transfer Partners and escalating tensions.
We need our state and federal governments to bring justice and peace to our lands, not the force of armored vehicles.
We have repeatedly seen a disproportionate response from law enforcement to water protectors’ nonviolent exercise of their constitutional rights. Today we have witnessed people praying in peace, yet attacked with pepper spray, rubber bullets, sound and concussion cannons. We urge state and federal government agencies to give this tense situation their immediate and close attention.
We also call on the thousands of water protectors who stand in solidarity with us against DAPL to remain in peace and prayer. Any act of violence hurts our cause and is not welcome here. We invite all supporters to join us in prayer that, ultimately, the right decision—the moral decision—is made to protect our people, our sacred places, our land and our resources. We won't step down from this fight. As peoples of this earth, we all need water. This is about our water, our rights, and our dignity as human beings."

Water Protectors led by ceremony, moved in mass to halt pipeline construction

Standing Rock water protectors moved in mass today, by the hundreds, and halted construction at multiple sites of Dakota Access Pipeline, where work was supposed to be halted.

'The roads were blocked -- the eagle guided us," said one of the Lakota women, among hundreds who rushed to the sites to halt construction today.
Pipeline workers fled as water protectors arrived. Police arrived in riot gear with a sound canon, acoustic weapon, which has not been used as of now.
"We are going to come back every day until we shut this pipeline down," said one of the Lakota men protecting the land, water and air for future generations.
"As long as they're not working -- we're winning my Relatives," he said, with thanks to the Horse Nation for being here, on Treaty land.

Red Warrior Camp said, "Today, a 60+ vehicle caravan traveled to 3 Sacred Sites that are being threatened by the Dakota Access Pipeline, starting with the Sacred Ground Camp (where ancestral sites were desecrated and private security unleashed their dogs on unarmed protectors). The caravan then traveled and conducted ceremonies at 2 other DAPL construction sites. Water Protectors, Indigenous Peoples and allies united today to stop construction of the Dakota Access Pipeline. The actions today were led by ceremony."

Despite the accusations by the police that there "were shots fired" at today's ceremonies and actions, we stand united that this was a peaceful act of prayer for our Water and our Lands, Red Warrior Camp.

Ariz Rep Gosar calls cops on Apache grandmothers

Yesterday afternoon, following the successful completion of Apache Stronghold (www.Apache-Stronghold.com) "Caravan to D.C." And their "Save the Oak Flat Act Rally" on the West Lawn of the U.S. Capitol Building, some Apache Stronghold members – mostly grandmothers and young women – went to visit their Arizona representatives in Congress and talk with them about the Apaches national stand in defense of their sacred place known today as Oak Flat. Oak Flat was named earlier this year as one of the 11 Most Endangered Historic Places in the United States by the National Trust for Historic Preservation.
Among those that the Apache Stronghold contingent visited was Rep. Paul Gosar (R-AZ, 4th Dist.). The purpose of their visit was to address a "Dear Colleague" letter that Rep. Paul Gosar recently sent out to fellow House members regarding the "Save Oak Flat Act" introduced by Rep. Raul Grijalva, with 17 bi partisan co-sponsors. In his letter, Rep. Gosar insulted the Apaches and called them "liars."
Mrs. Vonda Cassadore of Bylas, Arizona, requested that Rep. Gosar come out of his back office briefly so that Mrs. Cassadore could ask him some questions about his "Dear Colleague" letter.
Rather than speak with Mrs. Cassadore and the other ladies and Apache Stronghold members with her, Rep. Gosar responded by hiding behind a locked door and calling the Capitol Police, threatening to have Mrs. Cassadore and her friends immediately arrested. Rep. Gosar had the police escort Mrs. Cassadore and her Apache Stronghold associates and friends entirely out of the Cannon Office Building. Mrs. Cassadore stated that, "we'll remember this when Election Day comes around. Sacred land means more than money."
"Rep. Gosar has a record of intolerance and saying vicious things against Native Americans, but his behavior has now become stranger than ever," said Apache Stronghold spokesperson Wendsler Nosie, Sr. "There is no excuse for his mistreatment of the Apache grandmothers and young ladies who came to his office. Cowering behind a locked door, refusing to come out, and then calling a squad of policemen to sweep those gentle ladies away is just terrible. Rep. Gosar should apologize for that, as well as for his strange and insulting 'Dear Colleague' letter."

KANSAS -- Native Americans on the Longest Walk 4 Return to Alcatraz said, "Day 64-nothing like a little racism."
Long Walkers said that after five straight days of walking they were "racially harassed" near Kansas City in Kansas. 
"Some ding dong called the police when we were circling up at the end of walking today and when we got on the van the police show up, and he claims burning sage smells like marijuana. So after some discussion, he runs me through the computer, calls three other vehicles and comes over and does a field test," Long walker said.
"Of course it comes up negative, and we are on the way but the whole incident leaves a sour taste. I told them they should improve their drug training. Earlier another police tried to stop us for jay walking. Go figure.
"Other than that it was all good. Special thanks to Steve and Nanette and family for hosting us; her father who is 91 supported us in 1978 The Longest Walk. Also to Penny and family for walking with us as well and Forest for the dinner."

De Long Walkers zeiden dat ze na 5 dagen stappen nabij Kansas City werden lastiggevallen door de politie.
“ Toen we op het einde van onze mars een cirkel vormden en salie brandden, kwam er een politiewagen aangereden. Een of andere idioot had de politie gebeld. “Salie ruikt als marihuana “ zei de politie. Na een discussie  riep hij versterking op en deed hij een test ten velde. Long Walker zei hem dat de politie dringend hun drugs training moeten aanpassen.
Daarvoor heeft een andere politie agent geprobeerd ons te doen stoppen omdat wij “roekeloos” wandelden. Wij zijn nu terug op weg maar incidenten zoals deze laten toch een bittere smaak achter.
Afgezien deze feiten ging alles goed. Wij willen Steve en Nanette en familie bedanken voor hun gastvrijheid; haar vader die nu 91 is steunde ons in de Longest Walk 1978. Ook dank naar Penny en familie die met ons meestapten  en Forest voor het diner."

Update from Long Walk 4, Monday evening: "Walk went through Columbus without incident today. The police had a patrol car escort us, and were very polite and helpful at the intersections. A flu bug has hit us, causing some Walkers to rest, but the highlight of the day was the introduction of the Children's Staff, as there are now children to carry it. On other news we are getting low on resources so if anyone out there has a network they belong to, small donations can add up. Most importantly, we are grateful for all the messages and prayers of support. Those involved in Indigenous Sovereignty issues are invited to send in their issues for posting on the website."

The Longest Walk 4 Return to Alcatraz will be walking through Columbus, Ohio, today, where long walkers were attacked by police in 2008.

Michael Lane, who was targeted by a police officer holding a taser on the Longest Walk 2 in Columbus in 2008, said the walkers are hopeful there will be no problems with the police:


"Day 22 -- getting ready to walk through Columbus today. Hope it goes better this year than 2008. We will be led by the new Children Staff for the first time today as well. Should go good, as we have prepared and communicated with the police," said Lane, who also walked on the original Long Walk in 1978.


Today, walking to Columbus, long walker Aki Zaagi said walkers finished 27 miles yesterday, and 51 miles the day before. Aki Zaagi, who walked across America in Long Walk 2 and Long Walk 3, said by phone message today, "This day, Susanna, 11-year-old from Pine Ridge, will be carrying the youth staff."

In 2011, as walkers returned home from Long Walk 3, 
Native American long walkers were again targeted by police near Columbus.


"Columbus is alive in the City of Columbus," said Bad Bear, Western Shoshone long walker and driver of the vehicle. Bad Bear walked across America on Long Walk 2, then again in 2011 on the Long Walk for Diabetes, in the Renegade Walkers.

Bad Bear and Manny, from Warm Springs, Ore.,  were heading home from Washington, D.C., traveling fifteen miles outside of Columbus, in the direction of Dayton. Ohio state troopers singled out their vehicle in the flow of traffic on the highway.

Ohio state troopers brought in a police dog to search their vehicle for drugs. After the dog scratched the vehicle, and found no drugs, police continued searching for drugs. The vehicle was searched three times, with police tearing out components in the door.

Bad Bear and Manny were separated and interrogated. They were questioned extensively about the sage in their vehicle, a natural plant in the west which is burned for ceremonies.

"They kept asking us about our sage, if we were smoking it," said Bad Bear, pointing out that the police were unaware of how sage is burned during Native American prayers.

The Longest Walk 4: Return to Alcatraz was initiated by those on the original, Longest Walk in 1978. The current walk across America began on July 15th, 2013 in Washington D.C. and will arrive in Alcatraz on December 22, 2013.

On the current walk are two Native American youths walking across America for the third time, Craig Luther, Navajo, and Lisa Peake, Anishinabe/Pomo.


"The purpose of this Walk will be to reaffirm the heart of Traditional Tribal Sovereignty rooted in Ceremony and land based spiritual relationships. We call on all Indigenous Peoples to come and support this Walk. 

"We have gone to Washington D.C. many times to seek justice, the protection of treaty rights, and the continuing existence of our Peoples and Ways of Life. They have had their opportunity. The time has come to reclaim for ourselves the prayers that have gone east and bring them back full circle to Alcatraz, the symbol of the modern assertion of what has been called the Red Power Movement. We Walk to educate our own Peoples on what Tribal Sovereignty means from an Indigenous Peoples way of life,” the Long Walk 4 Return to Alcatraz said in their statement of purpose.

Update van de Long Walk4, maandagavond : “ de Walk ging vandaag door Columbus zonder incidenten. Een politieauto begeleidde ons en zij waren beleefd en behulpzaam aan de kruispunten. Het griepvirus heeft zijn tol geëist waardoor enkele walkers moesten rusten. Het hoogtepunt van de dag was de introductie van de staf voor de kinderen, want er zijn nu kinderen om die te dragen. Een keerzijde is dat we gebrek hebben aan hulpmiddelen.
Wanneer u ons kan steunen  zullen we dit dankbaar aanvaarden.
Wij zijn vooral heel dankbaar voor al de berichten en gebeden om ons te steunen."

De Longest Walk4 Return to Alcatraz stapt door Columbus, Ohio waar long walkers in 2008 werden aangevallen door de politie.
Michael Lane die tijdens de Longest Walk 2 in 2008 bedreigt werd door een politieagent met een taser ,zei dat de walkers er gerust in waren dat er dit keer niets zou gebeuren:
“ Dag 22, we maken ons klaar om vandaag door Columbus te stappen. Hoop dat het beter zal gaan dan in 2008. Vandaag zullen we voor de eerste keer geleid worden door de nieuwe staf van de kinderen. Het moet wel goed gaan daar wij ons voorbereid hebben en op voorhand gepraat hebben met de politie”, aldus Lane die ook de oorspronkelijke Walk in 1978 meegedaan heeft.
Long Walker Aki Zaagi liet per telefoon weten dat de walkers de dag eerder 27 mijl afgelegd hebben en de dag daarvoor 51 mijl.
Aki Zaagi zei verder nog dat Susanna, een 11 jarig meisje uit Pine Ridge de jongeren -staf zal dragen.
In 2008 werd Long Walker Luv the Messenger gearresteerd toen de politie de walkers overvielen. De kinderen die deelnamen aan de LongWalk 2 werden getraumatiseerd door het politieoptreden.

Toen in 2011, na de Long Walk 3, walkers terug naar huis keerden werden zij opnieuw het doelwit van de politie nabij Columbus.
“Columbus leeft nog steeds in de stad van Columbus” zei Bad Bear, Western Shoshone, long walker en chauffeur van de volgwagen. Bad Bear stapte door America met de Long Walk 2, en dan opnieuw in 2011 met de 'Long Walk for Diabetes’, in de Renegade Walkers.
Bad Bear en Manny,uit Warm Springs, Oregon keerden vanuit Washington DC huiswaarts. Zij reden 15 mijl buiten Columbus toen zij door de staatspolitie werden uitgepikt uit een reusachtige file op de snelweg.
De staatspolitie bracht een politiehond om hun wagen te doorzoeken op drugs. Tot driemaal toe werd de wagen doorzocht terwijl de agenten de deuren aan de binnenkant kapot scheurden.
Bad Bear en Manny werden afzonderlijk verhoord. Zij werden uitgebreid ondervraagd over de salie die in hun wagen gevonden werd.
“Zij bleven eindeloos vragen stellen over de salie en of we dat rookten” ,aldus Bad Bear die benadrukte dat de agenten er geen benul van hadden dat salie gebrand werd tijdens ceremoniën en bij gebeden.
De Longest Walk 4 Return to Alcatraz werd op gang gebracht door de oorspronkelijke Longest Walkers van 1978. De huidige walk doorheen Amerika begon op 15 juli, 2013 in Washington DC en zal aankomen in Alcatraz op 22 december 2013.
Craig Luther, Navajo en Lisa Peake, Anishinabee/Pomo zijn twee jongeren die reeds voor de derde keer doorheen Amerika stappen.

Wij zijn reeds zo dikwijls naar Washington DC getrokken om recht te zoeken, de bescherming van de verdrag rechten en om het bestaan van ons volk en manier van leven te vrijwaren. Zij hebben hun kansen gekregen. Nu is de tijd aangebroken om voor onszelf de  gebeden die naar het oosten gingen terug te eisen en hen naar Alcatraz te brengen. Dan is de cirkel terug rond, het symbool van de hedendaagse stelling van wat de Red Power Movement genoemd werd. Wij stappen om ons eigen volk bewust te maken wat tribale soevereiniteit betekent vanuit een inheemse manier van leven”
