Black Hills Sioux Nation Treaty Council Gathering 2011

Chiefs, Headsmen, Elders and People of the Lakota Oyate:
Mi canteʼ etan uha canteʼ wasteʼ nape ciuzapiyelo. As Itancan of the Black Hills Sioux Nation Treaty Council, I am calling for a Wolakota Omniciye for the Tiospaye/Bands of the Oceti Sakowin. The gathering will be held on January 28 and 29, 2011 at the Prairie Wind Casino on the Pine Ridge Indian Reservation.
The purpose of the gathering is to present and discuss issues relevant to the international status and enforcement of the 1851 and 1868 Fort Laramie Treaties. The United Nations Declaration on the Rights of Indigenous Peoples and the United Nations Study on Treaties, as well as numerous other changing international laws and standards, are encouraging developments for Native Nations. Using these circumstances to our advantage, the Oglala Band of the Black Hills Sioux Nation Treaty Council is actively pursuing efforts to ask the
International Court of Justice, the judicial arm of the United Nations, to hear the case of the Lakota treaties and issue an Advisory Opinion. Oral presentations and written documentation will be made at the gathering describing the process, potential outcomes
and future benefits for the Oceti Sakowin utilizing international strategies.

We strongly encourage members of the Great Plains Tribal Chairmanʼs Association to sponsor their Bandʼs Treaty Delegates to travel to this important gathering. Meals will be provided at the Wolakota Omniciye on January 28 and 29, 2011.
