Flagstaff: City renews controversial contract for wastewater snowmaking

City of Flagstaff Administratively Renews Controversial Contract with Ski Area for Wastewater Snowmaking

FLAGSTAFF, Ariz. -- In spite of at least ten years of sustained public outcry from Indigenous Nations and community members, City of Flagstaff officials have administratively renewed a controversial 5 year contract to sell up to 180,000,000 gallons of treated sewage effluent to Arizona Snowbowl ski area for snowmaking purposes on the Holy San Francisco Peaks.
City Manager Kevin Burke spoke at a press conference today to explain the City's actions. "Having determined that all obligations have been met by Arizona Snowbowl and the City, the Utilities Director renewed the agreement for a period commencing March 20, 2012 through March 20, 2017." Burke stated.
Burke stated that of over 60 wastewater agreements, all of them are for uses inside City limits except for Arizona Snowbowl.
When questioned why the decision to renew the contract wasn't opened to the public after years of public outcry to do so, Burke responded that the decision wasn't subject to "legislative process." Burke acknowledged that requests were made to open the process to the public but responded that he "didn't have any council requests to place it on the agenda, there is no legislative process, its purely administrative."
Burke responded to critics by stating, "There has been ample public participation. And this was not a legislative action, public participation doesn't change the conditions of the agreement."
City Manager Burke also stated that "there has been ample due process", as he referred to the lawsuits against the Forest Service over human health concerns with reclaimed water, and the Hopi Tribe's lawsuit against the City which recently lost in Superior Court.
When asked when the media advisory had gone out, Burke said, "This morning." and when questioned if the media advisory went to tribal newspapers Burke stated, "I don't know."
A City press officer stated, "It just went to my typical, my usual groups, it did not. it just went to the folks I normally send it to."
When questioned if new information about concerns in wastewater were part of the City's deliberations in renewing the contract, Burke responded, "In regards to the wastewater agreement, there are no deliberations in regard to modification to that agreement."
When asked "How do you respond to critics that say the city has adopted an unofficial policy of cultural and racial intolerance?", Burke stated, "I think thats an unfair characterization, there's a lot more to our relationship than a single agreement. We've demonstrated in other discussions and work many collaborative aspects between the City of Flagstaff and Tribal Nations. Specifically the agreement reached with the Navajo Nation regarding pumping on Red Gap [Ranch] this past year is evidence these discussions can and do work."
The City of Flagstaff purchased Red Gap Ranch, located 35 miles east of Flagstaff, near Navajo and Hopi lands, to address water shortage issues.  The Navajo Nation initially threatened legal action against the City of Flagstaff to prevent Flagstaff's water use from impacting the Navajo Nation.
As of today, Snowbowl has asked and received permission from the U.S. Forest Service to make snow from potable water trucked from an unidentified source, in an attempt to increase profits during Spring Break.

Nocs who are simply given a business cover are easy to spot. The
develop$emt of a noc that is effective depends on developing a cover that
can't be penetrated because it is who the person is. This takes many years
and infinite patience. The current practice merely increases the risk to
the agent without doing anything for effectiveness. Being a noc is not
about bureaucratic classification or superficial identity is a way of
life. Very few people have the appetite or psychological motivation for
the effective abandonment of their own personalities and few handlers can
stand the stress of managing deep cover.

Most american companies are suspecred of housing cia agents as we are. So
that's no cover at all. Having someone become an executive of a foreign
comppany and be a foreign national is what is essential. This requires the
use of first generation immigrants as the chinese do and as the the united
states does intermittently. The problem is that the security people set
standards that people can't possinly meet. Some dci waive these standards
and some tighten them.

When they are tightened you get mormons working for american accounting
firms trying to do intelligence in beijing. The trick is for the us to
employ first or second generation chinese at an early early age, craft the
needed cover meticulously, and have them live in china, speaking native
chinese, marrying chinese spouses and growting that way. It requires the
fbi to hire hundreds of first generation chinerse to meet and double
chinese operatives.

This is certainly some the united states has done intermittently in the
past, but never the fbi. The same applies to all nationalities.

The greatest advantage the unitied states has in the intelligence was is
its immigrant population. That's where you develop nocs. During oss days
these were the ones who were the effectives, not the yale pipe smokers.

If you want to be a spy it helps not to look like one. The american noc
working in tashkent for say hewlett packard can be spotted immediately by
the russian counter intelligence guy planted in hp. The russian is an
american citizen, immigrant and a graduate of wharton with an american
wife and kids. He sits at his desk does great work and watches. The
american noc went to byu, and spends less time on the job than an
ambitious employee should. He is also the guy who spends his time in the
bar chatting up junior host government employees instead of the girls. He
sticks out like a sore thumb and figured out in a few weeks.

Slipping a noc into a foreign country is hard. You start with a native and
then work like crazy. Everything else is pseudo intelligence.

Well, new NCS employees are primarily NOCs now. They gotta have some sort
of business cover, even if they are all fake businesses (I have no idea
bout the latteR).

Usually the CEO and Corporate Legal counsel are the only ones who
know. For the most part, the CIA gets the bums rush when they ask
Fortune 50's.

Times are different in America. We are no longer a patriotic nation.
Shareholders rule. SEC rules. DOJ concerns. etc.

I'll look into this a little more, but I would find it hard to believe
that a number of other agencies haven't also infiltrated it.
