Con base a las facultades que nuestras leyes internas nos confieren y en nuestro carácter de Autoridades Tradicionales de la Tribu Yaqui del pueblo de Vícam, Primera Cabecera de los Ocho Pueblos Yaquis; como resultado y acuerdo de la “CATEDRA TATA JUAN CHAVEZ” como parte de la ESCUELITA ZAPATISTA, llevada a cabo en San Cristóbal de la Casas Chiapas los días 18 y 19 de agosto de 2013; Convocamos a los pueblos, comunidades, organizaciones indígenas, organizaciones, barrios, sociedad civil, académicos, investigadores, estudiantes, observadores, y al pueblo en general.

CONTRA EL ROBO DE AGUA A LA CUENCA DEL RIO YAQUI Y EN GENERAL EL DESPOJO DE LOS RECURSOS NATURALES EN TERRITORIOS INDIGENAS DEL PAIS
Considerando que habitamos este territorio desde hace 2500 años, lugar donde nacimos y hemos desarrollado nuestra existencia, donde la madre tierra nos provee de todo lo necesario para nuestra vida y como todos los pueblos indígenas del mundo vivimos como hermanos, con las plantas, los árboles, los animales, aves, insectos, de los aires, de los calores, de los fríos, el sol, la luna, las estrellas, la tierra y el agua; de ellos es nuestro origen, alimento y curación, para nosotros es la fuente de poder (juya ania).
Considerando que en el territorio de la Tribu Yaqui, nuestro pueblo está hecho de tierra y agua y de todo lo que proviene de ellos; en la edificación de nuestra cultura se crearon y consolidaron nuestras propias instituciones; en las inmediaciones del río uu jiame, hoy conocido como Río Yaqui, el actual gobierno perpetró uno de los mas descomunales atracos del que se tenga memoria, al estar robando las aguas de su cuenca e intentar un despojo mas a nuestro pueblo.
Considerando que a más de 520 años de historia hemos padecido en nuestra existencia y en nuestros corazones la guerra de exterminio, una de las guerras más largas y sangrientas de las que se tenga memoria, por parte del poderío político y económico fundidos hoy en el poder autoritario encaramado del mal gobierno.
Ante esto, la lucha de nuestro pueblo ha sido por distintas vías, hoy la resistencia y desobediencia civil, encaminado a nuestro proyecto histórico de Autonomía, Libre determinación, fruto del caminar de siglos, en espera que no se cierre el ciclo de lucha de nuestros pueblos.
Considerando que la existencia de la madre tierra y la humanidad se encuentra amenazada por el sistema hegemónico capitalista, por su insaciable y desmedida voracidad económica y explotación de los recursos naturales y muerte de los ecosistemas, llevado a cabo por las grandes empresas trasnacionales para despojarnos de nuestros territorios al ser reductos de los recursos naturales, en contubernio con la corrupción de las instituciones gubernamentales y la colusión de las políticas de libre mercado, como el TLC el Plan Puebla-Panamá, con su proyecto del noroeste de la Escalera Náutica (Mar de Cortez) conocida como la Carretera Costera, junto con ese proyecto el actual gobierno del estado de sonora hoy se roba el agua de la cuenca del río yaqui a través de la ilegal construcción del Acueducto Independencia, con la pretensión de un despojo mas, darle así un golpe existencial a nuestro pueblo.
Hoy a través de la injusta e ilegal, licitación, construcción y operación del acueducto independencia se roban las aguas del río yaqui para desviarlas a la ciudad de Hermosillo, con el maligno propósito de alimentar negocios de grandes trasnacionales, desarrollos inmobiliarios, fomentar la especulación en negocios, con la rampante complicidad corrupta del gobierno de Guillermo Pádres Elías y el consentimiento del actual Gobierno Federal.
La Tribu Yaqui, como la mayoría de los pueblos indígenas y los más de 50 millones de pobres que habitamos el territorio nacional estamos en la frontera del exterminio, como resultado de las políticas económicas, que privilegian el éxito del mercado sobre las facultades mas positivas del ser humano, al imponer una política sin piedad sobre los que menos pueden y ejecutar una política hidráulica para convertir el agua en mercancía, privatizando y mercantilizando un bien de la nación y de los pueblos indígenas de México y a la vez despreciando el desarrollo, la autonomía y el derecho a la Libre determinación de los pueblos Indígenas.
EJES DE DISCUSIÓN:
Los territorios indígenas. El ultimo reducto de los recursos naturales.
Las trasnacionales y su correlación con los mega proyectos estratégicos.
El robo de las aguas de la cuenca del río yaqui, golpe existencial a la producción de alimentos, a la existencia de la Tribu Yaqui.
La inestabilidad del Estado de Derecho y peligro en la perdida en el equilibrio de los poderes del Estado mexicano.
Defensa legal de los pueblos, de nuestro territorio, de nuestros hermanos y de nuestra cultura.

WATER THEFT A Yaqui RIVER BASIN AND SPOIL GENERAL NATURAL RESOURCES OF THE COUNTRY IN INDIAN TERRITORY
