Corrupt prison hustlers linked to Tohono O'odham prison plan

Hardin, Montana has made national news twice this year, thanks to its poorly designed, long empty jail. The city’s industrial development authority, groaning under $27.4 million in defaulted jail bonds, solicited Guantanamo detainees to fill its speculative prison’s windowless, 24-bed dormitory cells. The proposal was laughable thanks to the lack of workforce and infrastructure, and its awful design, but the town’s elected and appointed officials hadn’t the faintest idea what they were requesting.
The jail was touted as supposed “economic development” five years ago yet a feasibility study showed it wasn’t viable. Still, the Texas promoters, led by James Parkey’s CorPlan Corrections, with Innovative Government Strategies (IGS) and Municipal Capital Markets Group (MCM), forged ahead taking millions in fees and commissions. Completed as a “temporary holding facility” in July 2007, it has never held a prisoner.
CiviGenics, the proposed Hardin operator was only paying Texas guards $7.00/hour last year, hardly a wage that would retain workers. In Texas, where CiviGenics operates many prisons, a recent state study found the for-profit prison industry had 90% annual employee turnover. Benefits are equally marginal.
Hoped-for Indian prisoners failed to materialize. The Crow Nation offered a possibility to take over the prison and rescue the default. The city’s industrial development authority brusquely rebuffed the Crow Tribal Chairman.
In 2008, Hardin begged Montana to place sex offenders in the jail but couldn’t demonstrate that it could attract treatment professionals to such a remote location.
Hardin is a majority Anglo (37% Native American), small town 47 miles from Billings. It abuts the Crow reservation that contains, along with the Northern Cheyenne rez, the bulk of Big Horn County’s population. The Sheriff is Cheyenne. Hardin feels it receives inadequate police services from that department.
A California confidence man solicited Hardin in August, promising to operate and expand the jail and to build a mercenary training center, and homeless and animal shelters, and provide a police force. The plan was announced on September 10th but PCI quickly exposed his company as a fraud. http://www.privateci.org/
However, state officials are anxious to determine how the jail was originally financed and constructed and then offered to an operator the Governor called a “huckster.”

Hardin’s failures never slowed the same promoters who in 2007 tried a similar scheme presented to Lindsay city officials in Oklahoma. Lindsay is another impoverished city with many Choctaw, Chickasaw and Cherokee residents. Their $40 million plans went nowhere, thanks to dedicated resistance by local residents.
In May, these promoters’ attempt to place a prison in the San Xavier District of the Tohono Reservation near Tucson failed thanks to adjacent community resistance. Despite a wealth of evidence that for-profit prisons retard economic development, officials were determined to keep the proposal alive by moving the prison site to the far northwest side of the rez.

AGENTS are law enforcement officers disguised as activists, friends and supporters. They have no obvious income or can have too much money. INFORMERS provide information and are recruited from within or sent in. They discredit, provoke tensions and sabotage unity. Fear of the possible presence of infiltrators creates paranoia.
INFILTRATORS work under the direction of cops or intelligence agencies. They can surface to make arrests and become government witnesses. [Douglas Durham].
Cops supply funds and arms to VIGILANTES to organize shootings, beatings and unrest. Assassinations and attempts are search and destroy missions.
BAD JACKET is a true activist that is falsely fingered by forged documents, or released from those arrested to create suspicion or putting out their names in phony police scanner messages and other means. To divide, certain groups are treated better than others.
PROVOCATEURS disrupt and lead targets into illegal activities or violence; arrive just before events; volunteer to work on finances, membership, minutes and confidential files; get in the middle of political differences; seek public attention on behalf of targets, give provocative statements and create controversies.
BLACK BAG JOBS are burglary, copying keys, planting false evidence, placing bugs, cameras and computer hacking.
SELF PROTECTION: Publicly discuss security and spying. Control keys, files and hide duplicates. Safeguard address books, membership lists and phone numbers. Record break-ins, theft, threats, raids, arrests, strange phone calls and harassment. Take photos of agents.
We have no leaders, just spokespeople.
Don’t let paranoia paralyze you. Look for visitors who come to collect information, plainclothes who take pictures before and during demonstrations; those who seem out of place and are interested in members rather than issues. The four informants surrounding me mostly came around at the same time. They all suddenly disappeared then put out false stories about the demise of my mental health.
DIRECT ACTION: Have a sign-in policy for office and meetings; get Freedom of Information files; citizens arrests, mock trials, pickets, civil disobedience; educate the public; lobby politicians; support and learn from victims of covert actions; use trials for public education; class action suits; court settlements are meant to create disputes and splits [NYS wants to give thousands of dollars to a few and $100 each to the rest];

I am a bit confused that Native people and organizations don't seem to be speaking to the violent nature of NASA missiles that struck the moon in their alleged search for water.
Maybe Native people are presently gearing up to speak out against NASA's action, I don't know. But so far the silence - Native or not - is somewhat puzzling. Yet, I know we can't often recognize our colonialized mentalities and don't question totalitarian scientists and their politicians.
Isn't moon a sacred being to us all? Isn't it an outrage that the next stage of the moon's colonization has begun? Or that the moon being, sacredly named in each of our Indigenous languages, now has a missile projectile in her body?
NASA scientists are despotic and arrogant, presuming they can bomb the moon without the consent of world governments and Indigenous nations.
Perhaps you all are writing and speaking out about this already. I just want you to know the anger, pain, outrage, and nausea I feel about this whole thing. Neocolonial violence never seems to cease.

Absurd one-sided media coverage of so-called ban

The amazing part of the one-sided news coverage of the so-called Hopi Tribal Council ban on environmentalists, which the Navajo president supported, is how few news reporters were even aware of the large number of Hopi and Navajo environmental organizations and individual activists.
The majority of reporters failed to even contact Hopi and Navajo environmentalists, people actually defending the land (with every dime that they have.)
The reporters also failed to consider the obvious: This was a media scam, based on the takeover of the Hopi Tribal Council, by a pro-Peabody Coal faction.
Of course the Navajo president jumped to support it, that's where his salary and the Navajo Nation Council members' salaries and expense checks come from, energy royalties and fees. These councils were established by the United States for the purpose of signing energy leases. (This fact was stated clearly in the Navajo Nation Council's own brochure of its history circulated in the 1980s.)
If all the Hopi and Navajo people defending and honoring the land, air and water were banned, all of the traditional Hopi and Navajo would have to leave their lands.
What the one-sided coverage by AP, Arizona Republic and the others reveals is that the reporters are not spending any time in Indian country. They continue to just rewrite the press releases of politicians and corporations.
Even Mother Jones got duped.
The media that does quote the Hopi and Navajo peoples' press releases often just pour on gasoline and fan the flames, claiming everyone is in a "battle." This is the same way the media fanned the flames of the so-called Navajo Hopi land dispute. This led to Navajo relocation to clear the way for Peabody Coal mining on Black Mesa and more than 14,000 Navajos relocated.
Peabody Coal and its attorneys know how to play the media and get what they want: The seizure of Black Mesa for coal mining and the theft of Hopi and Navajo pristine aquifer water.
Peabody and its attorneys are masters of deceit, misinformation and division. News reporters sitting in easy chairs are easy to dupe.
