North Dakota Indian Nations oppose Keystone XL pipeline

The United Tribes of North Dakota opposed an environmental disaster in the making -- the Keystone XL Pipeline -- which would cross Indian country with dirty, corrosive oil from the Alberta tarsands, where mining is already destroying the homelands of First Nations.

The United Tribes in its resolution, opposing the pipeline, said the pipeline threatens "water aquifers, water ways, cultural sites, agricultural lands, animal life, public drinking water sources and other resources vital to the peoples of the region."

The United Tribes points out that the US has failed to carry out the required consultation with American Indian Nations. Further, the dangerous pipeline would cross Indian country. Already, the first Keystone pipeline in the northern plains has been the source of a spill.

The United Tribes opposed it because the Keystone XL would be the second oil transmission pipeline to be constructed by the same company that crosses through Indian country in northern Alberta, Saskatchewan, Montana, North Dakota, South Dakota and Nebraska.

The pipeline would cross near, and potentially over, many culturally significant areas for Tribal Nations within those provinces and states.

"Based on the relatively poor environmental record of the first Keystone pipeline, which includes numerous spills, U.S. regulators shut the pipeline down in late May, 2011, and, therefore, based on the record of the first Keystone pipeline, and other factors, it is probable that further environmental disasters will occur in Indian country if the new pipeline is allowed to be constructed."

Further the resolution points out that Indian tribes, including the Affiliated Tribes of Northwest Indians, are also in opposition to the Exxon-Imperial “Heavy Haul” proposal to transport “tar sands” equipment through the Nez Perce Reservation and across scenic highways, and several Indian tribes have joined in litigation to stop this proposal.

The resolution states that regardless of the concerns of the numerous Tribal Nations and the First Nations of Canada, and the fact that comments are still being collected on the pipeline, the U.S. Environmental Protection Agency issued a “Finding of No Significant Impact” of the proposed pipeline.

The United Tribes resolution was passed during the Fifteenth Annual InterTribal Summit, which had the theme, “Tribal Challenge: Provide a Safe, Secure Environment for Living and Learning With Limited Resources," held Sept. 7--9.

"The U. S. Department of State did not properly consult with the Tribes along the route of the Keystone Excel Pipeline and, as a result of the mechanisms used for what consultation was provided, the affected Tribal Nations were not provided the opportunity for 'free and informed consent; regarding the construction of the pipeline," the resolution states.

"The United Tribes of North Dakota stands in solidarity with the First Nations of Canada and with Tribal Nations in the United States in opposing the Keystone XL pipeline and the Exxon-Imperial Heavy Haul proposal and their negative impacts on cultural sites and the environment in those portions of Indian country over and through which it is proposed to be constructed, and disagrees with the Finding of No Significant Impact issued by the U.S. Environmental Protection Agency, and agrees to file these comments regarding this opposition to the Keystone XL pipeline with the Secretary of State as soon as possible," the resolution states.

Further, the resolution says the pipeline is not in the best interest of the United States. The title of the resolution is: "Opposition to Keystone Excel (“Keystone II”) Pipeline now being considered for authorization by the United States Department of State, on the basis that construction of such pipeline is not in the national interests of the United States."

The United Tribes of North Dakota is an association of the five federally recognized Tribes located in North Dakota, each of which has a government-to-government relationship with the United States established by Treaty, including the Three Affiliated Tribes, the Sisseton Wahpeton Oyaté, the Standing Rock Sioux Tribe, the Spirit Lake Tribe and the Turtle Mountain Band of Chippewa, with a Board of Directors composed of the Chairman and one council member from each member Tribe.

After being told by the law enforcement officers present that the Blood Tribe Chief and Council refused to meet with us, we were given no other option but to stand our ground and refuse that any of the Murphy Oil vehicles carrying these harmful chemicals be allowed to leave the well site and enter tribal land. At this point, Lois Frank, Jill Crop Eared Wolf, and myself were all arrested and handcuffed by the Blood Tribe Police while R.C.M.P. officers stood by. Just after 9 PM, we were all placed in a Blood Tribe holding cell and held without charge for approximately four hours. After we were charged with violating Section 423 (1)(G) of the criminal code for “intimidation”, we were not released until 7 AM the next morning. One of the conditions of our release is that we do not attend any gas or oil site on the Blood Reserve.

MNN.  Sep. 16, 2011.  Those criminals who murder and plunder the world are eventually removed by nature. Their actions violate the natural world. 

EU Eurozone and its US and UK co-conspirators existed by leeching off the labor and resources of Indigenous people worldwide. They invaded, built infrastructures and sent their people to run them.  Then the targets got a bill with inflated interest rate which they couldn’t pay.  War and oppression ensued and the people and their land were taken, exploited and destroyed.    

EU-US-UK money junkies are the enforcers of the theft of our resources and forcing us to work for next to nothing.  The imperialists think the minerals and oil that lie under us belong to them.

EU-US-UK’sconcern is the “risk of a vicious circle between sovereign debt, bank funding and negative growth” at home and abroad. EU creates paper called money, backed by the military, to run the world economy.

These crooks try to dominate us by persuasion, intimidation, bribes, fear, destabilization, denial of liberty, force, war, death and occupation.    

Old fashioned colonialism is not working. EU-US-UK cannot pay their bills. Their infrastructures look almost like bombed out war zones.  Their rusting, crumbling bridges, road sand ports reflect a dying empire.   

They are looking for other ways to steal from us and make us work for nothing.  The US suggests getting rough and tough with us!!! 

We are resisting. We are a negotiating block to be reckoned with.  The larger imperial powers can’t set the agenda and try to sell it to us by threats and sweeteners.

We want freedom, protection of the environment, agriculture and to hang onto our resources and possessions.  They want these for themselves, without taking care of or sharing it.   

To run their international corruption, amoral bankers and their degenerate corporation buddies have to keep us in line, which is no longer possible. 

“Afurther reinforcement of bank resources is advisable”, meaning more worthless money has to be printed and shoved down our throats to make us give up our possessions.     

Global finance is in trouble.  Their fantasy of a planetary financial dictatorship is shattering.  EU-US-UK are warning us they can attack,hurt and kill us if we keep resisting.  

An anti-banking insurrection has started. These panicking empires are dying and becoming third world countries.  They want war, not peace. 

Constant warfare is unnatural.  Nature will remain no matter what!  Those who don’tconform to the natural way are doomed.

The Wikileaks releases of US diplomatic cables reveal a pattern of US spying on President Evo Morales. One cable describes Bolivia's allegations of a CIA connection in an alleged plot to assassinate President Morales. 

Wikileaks released an unredacted version of this cable on Sept. 8.

The confidential US cable describes a Bolivian prosecutor’s statement about the alleged plot to assassinate President Morales in 2009. As usual, the US Embassy evaluates how the allegations of CIA involvement are playing out in the media.

The cable titled “Bolivian prosecutor ties terror case to CIA,” describes the alleged perpetrator Eduardo Rozsa Flores, a Bolivian-Hungarian mercenary, journalist, actor, and secret agent. Rozsa was born in Santa Cruz, Bolivia. His wartime nickname in the Croatian War of Independence was Chico, which is also the title of a feature film about him. Rózsa was killed April 16, 2009, by Bolivian police during a raid in the Las Americas hotel in Santa Cruz, along with two other people, from Hungary and Ireland.

The cable was written by John S. Creamer, Charge D’ Affaires at the US Embassy in La Paz, Bolivia, on Feb. 9, 2010. Creamer states in the cable that the prosecutor's Internet search for the alleged CIA agent Belovays, from the US, reveals that Belovays is also now dead.

“The Bolivian prosecutor investigating a 2009 alleged domestic terrorism plot claims that the perpetrators' leader, Eduardo Rozsa, had been in regular contact with a former CIA employee and kept him informed of the group's activities in Bolivia. The prosecutor's assertion is the first specific GOB (Government of Bolivia) allegation of U.S. involvement in the Rozsa affair, in which the Bolivian government maintains it thwarted an attempt to set up a separatist military force, as well as a conspiracy to assassinate Bolivian President Evo Morales. Although the prosecutor stopped short of accusing the CIA of backing Rozsa's mercenary group, we can expect that GOB officials will make that claim, regardless of the evidence,” states the summary of the cable.

The body of the cable follows:

“Marcelo Soza, the prosecutor in charge of investigating the April 2009 Rozsa case, announced February 5 that a review of Rozsa's computer hard drive had uncovered evidence of email communication between Rozsa and an alleged ex-CIA employee (a U.S. citizen named Belovays). According to Soza, Belovays had been active in the Balkans wars, where he supposedly met Rozsa and became his mentor. An internet search on Belovays suggested that he has since died, Soza reported (Rozsa and two others were killed in a police raid; another two suspects are in custody). Soza claimed that Rozsa's computer files show that Rozsa was in constant contact with Belovays -- who, Soza said, is assumed to have been in Bolivia at some point -- and kept him informed of his group's activities and plans.

(SBU) Soza did not provide any details of the alleged exchanges between Rozsa and Belovays, nor characterized Belovays's role beyond asserting that the alleged former agent had been aware of Rozsa's conspiracy. The Bolivian press has so far reported the story straight, sticking strictly to Soza's account but featuring headlines such as, ‘Soza Says CIA Knew Rozsa's Plans" and ‘Rozsa Informed CIA Agent of Work.’

¶4. (C) Comment: Soza's initial claims may be limited in scope, but we expect that Bolivian government officials will not feel themselves similarly bound by actual evidence. For nearly a year, the GOB has maintained that Rozsa and his group represented a grave threat and that they were backed by enemies of President Morales (including prominent opposition and Santa Cruz civic leaders, who are increasingly the target of Soza's investigation). The Bolivian government is almost certain to seize upon this opportunity to link the U.S. ‘empire’ to the alleged conspiracy and substantiate Morales's wildest claims about American skullduggery.”
